We are not few who we considered that last veinticinco-treinta years of century XX generated in addition to and stimulating analytical and thematic perspective massive regressive tendencies interesting in the field of the historiography. Symptomatically, there are national historiográficos fields like the Argentinean in who the regressive tendencies (a series of abandonments of the conception of history like social science; of the global analyses or macro of the theory and the concepts, therefore, of the explanation; among others) there are primate and they still prioritize on the positive ones. There are fashions that have spread acríticamente, ratifying with fed up empirical evidence the assertion with Alan Knight La fashion is a poor guide towards the truth.

Luckyly they have not been scarce, and they are every day more, the voices and the actions of reaction. Thus, to limit us the Latin American space, two formidable initiatives originated in Galicia and Andalusia, in Spain, quickly expanded to Portugal and Latin America, without diminution of other spaces their proposals and actions stand out by. One is two international organizations the Association the International History to Debate (HaD), first in the time, and Asociacio'n Historia Actual (AHA).

History to Debate initiated its activities at the beginning of years 1990. Autodefine like a stable network that in the days of fragmentation, communicates and reunites to historians worldwide, by means of actual activities and in Internet, inside and outside the academic institutions looks for to dinamizar multilateral interchanges and contacts between its members beyond the borders of the specialty and the nationality, of diverse filias and phobias, any closed ideology. History to Debate is a permanent forum of debate, in the days of paradigmática transition, on the methodology, the historiography and the theory of history; on the renewed practice of the investigation and the historical spreading; on teaching of history, in the university and the average lessons, and their rélación with the investigation and the historiográfica reflection; on the academic problems, professional and labor of the historians, mainly young; on the interaction and the commitment of the historian with the society, the policy and the culture of our time.

Who we integrated History to Debate we shared some basic and fundamental principles 1) we did not confuse praxis intellectual of the tolerance with any indifferent neutrality before the historical and historiográficos problems of the past, the present and the future. 2) Creemos in a historiográfico thought jeopardizes but open, critical but self-critical, coherent but never only. 3) Procuramos, consequently, through an academic and digital interchange of the investigation, the reflection and the resistance of pareceres, those possible and necessary consensuses, the new paradigms, for, from the diversity, successfully to confront the historical and historiográficos changes that to us the new century brings.

History to Debate is an experimentation factory and bring up to date, in the days of great returns, in all the relative one to the critical and reflective use of the sources, to the subjects, theories and approaches of the empirical investigation, to which without a doubt, restrictively we called historian office. They interest new proposals to us of lines of investigation, including which they are arising, or that can arise, of the creative reformulation of the known approaches, because we thought that neither the new thing is necessarily good nor old the necessarily bad thing.

The Association has made, among other several activities, two International Congresses, reunited in Santiago de Compostela in July of 1993, first, and July of 12999, the second. Both counted on the academic adhesion of more than 100 international institutions and the participation of about 1,500 historians of more than 35 countries of the five continents. The published volumes can be acquired acceding to the page Web of HaD www.h-debate.com. The third Congress will take place in 2004.

Also, HaD has elaborated, through an equipment formed by professors of several Spanish universities, a data base of 45,000 mailing dresses and electronic of historians worldwide, to who the laborious Survey has been sent the International El been of the history, that intends an approach, quantitative and qualitative, to the situation of the historiography in the hinge of centuries XX and XXI. Today, History to Debate counts with more than 1,100 members, pertaining to 45 countries. And the 11 of September of 2001 has given to a very important passage like collective project with the elaboration and diffusion of a Manifesto that it defines to us as historiográfica tendency, without reduction of the plurality of the network, in debate and relation with the simple continuity of the historiography of the Sixties and seventy of the century XX, the positivismo that appears again and the postmodernismo that decays. SOPLAN BUENOS AIRES PARA LA HISTORIAOGRAFÍA

No somos pocos quienes consideramos que los últimos veinticinco-treinta años del siglo XX generaron amén de interesantes y estimulantes perspectivas analíticas y temáticas- macizas tendencias regresivas en el campo de la historiografía. Sintomáticamente, hay campos historiográficos nacionales como el argentino- en los cuales las tendencias regresivas (una serie de abandonos de la concepción de la historia como ciencia social; de los análisis globales o macro de la teoría y los conceptos, por tanto, de la explicación; entre otros) han primado y priman aún- sobre las positivas. Hay modas que se han difundido acríticamente, ratificando con harta evidencia empírica el aserto de Alan Knight "La moda es una pobre guía hacia la verdad".

Afortunadamente no han escaseado, y son cada día más, las voces y las acciones de reacción. Así, para limitarnos al espacio iberoamericano, dos formidables iniciativas originadas en Galicia y Andalucía, en España, prontamente expandidas a Portugal y América Latina, sin mengua de otros espacios- se destacan por sus propuestas y acciones. Se trata de dos organizaciones internacionales la Asociación Internacional Historia a Debate (HaD), la primera en el tiempo, y la Asociación Historia Actual (AHA).

Historia a Debate inició sus actividades a comienzos de los años 1990. Se autodefine como una red estable que en tiempos de fragmentación, comunica y reúne a historiadores de todo el mundo, mediante actividades presenciales y en Internet, dentro y fuera de las instituciones académicas- busca dinamizar intercambios y contactos multilaterales entre sus miembros más allá de las fronteras de la especialidad y de la nacionalidad, de las diversas filias y fobias, de cualesquiera ideología cerrada. Historia a Debate es un foro permanente de debate, en tiempos de transición paradigmática, sobre la metodología, la historiografía y la teoría de la historia; sobre la práctica renovada de la investigación y de la divulgación histórica; sobre la docencia de la historia, en la universidad y en las enseñanzas medias, y su r3elación con la investigación y la reflexión historiográfica; sobre los problemas académicos, profesionales y laborales de los historiadores, sobre todo jóvenes; sobre la interacción y el compromiso del historiador con la sociedad, la política y la cultura de nuestro tiempo.

Quienes integramos Historia a Debate compartimos algunos principios básicos y fundamentales 1) No confundimos la praxis intelectual de la tolerancia con cualquiera neutralidad indiferente ante los problemas históricos e historiográficos del pasado, del presente y del futuro. 2) Creemos en un pensamiento historiográfico comprometido pero abierto, crítico mas autocrítico, coherente pero jamás único. 3) Procuramos, en consecuencia, a través de un intercambio académico y digital de la investigación, la reflexión y el contraste de pareceres, aquellos consensos posibles y necesarios, los nuevos paradigmas, para, desde la diversidad, afrontar con éxito los cambios históricos e historiográficos que nos trae el nuevo siglo.

Historia a Debate es un taller de experimentación y puesta al día, en tiempos de grandes retornos, en todo lo relativo al uso crítico y reflexivo de las fuentes, a los temas, teorías y enfoques de la investigación empírica, a lo que sin duda, restrictivamente- llamamos oficio de historiador. Nos interesan nuevas propuestas de líneas de investigación, incluyendo las que están surgiendo, o que pueden surgir, de la reformulación creativa de los enfoques sabidos, porque pensamos que ni lo nuevo es necesariamente bueno ni lo viejo necesariamente malo.

La Asociación ha realizado, entre otras varias actividades, dos Congresos Internacionales, reunidos en Santiago de Compostela en julio de 1993, el primero, y julio de 12999, el segundo. Ambos contaron con la adhesión académica de más de 100 instituciones internacionales y la participación de unos 1.500 historiadores de más de 35 países de los cinco continentes. Los volúmenes publicados pueden ser adquiridos accediendo a la página web de HaD www.h-debate.com. El tercer Congreso tendrá lugar en 2004.

Asimismo, HaD ha elaborado, a través de un equipo formado por profesores de varias universidades españolas, una base de datos de unas 45.000 direcciones postales y electrónicas de historiadores de todo el mundo, a los cuales se ha enviado la laboriosa Encuesta Internacional "El estado de la historia", que tiene por objeto una aproximación, cuantitativa y cualitativa, a la situación de la historiografía en la bisagra de los siglos XX y XXI.

Hoy, Historia a Debate cuenta con más de 1.100 miembros, pertenecientes a 45 países. Y el 11 de septiembre de 2001 ha dado un muy importante paso como proyecto colectivo con la elaboración y difusión de un Manifiesto que nos define como tendencia historiográfica, sin menoscabo de la pluralidad de la red, en debate y relación con la continuidad simple de la historiografía de los años sesenta y setenta del siglo XX, el positivismo que renace y el postmodernismo que decae. Este importante documento se reproduce a continuación de esta gacetilla.
