To all the colleagues and friends of History to Debate From
San Germán, in the corner suroccidental of Puerto Rico, I greet
them warmly. Since I connected myself with HaD have I continued
with attention the rich exchange that has taken place on two
topics: what history should we teach? and all the related with
the " discoveries " and the due pardons that each who
deserves. Although in several occasions I was tempted to
participate, I made the decision of, this time, to stay as
spectator.
With the discussion on the pardons that Spain or the
Ibero-American oligarchies or who is he it owes to an all people,
I had an existential problem. Because it is that for my veins the
Spanish blood runs (canaria) of one of my great-grandfathers, but
I also had a black tatarabuela that was slave in last century
(the XIX one, because the XX century it doesn't still finish);
and for if it was little my paternal great-grandfathers were
descending of the few " Indians " that were in him in
my country but deep of the serranía. It was an existential mess
because I never knew what it leaves of my it or he/she had to ask
for forgiveness to other that neither was able to identify. I was
tempted to participate in other occasions because in this whole
debate big forgetfulness take place, particularly as for the
countries or powers that should surrender bills - although it is
to the history for their colonial and imperialistic adventures,
or of exploitation.
They have forgotten that in 1898 a new imperialistic power
entered in the international scene: United States. The marine of
war of this country invaded Puerto Rico from July 25 1898 and to
today's day it maintains him busy. Yes, because Puerto Rico is a
colony like so many another that there have been through the
centuries. Maybe for any observer Puerto Rico doesn't seem a
classic colony as those that had the Spaniards, French, Dutch,
etc., in Amer ca and other parts of the world; but when entering
to enumerate and to analyze the characteristics of the nature of
the relationships, of all nature that you/they settled down
between my country and the colossus of the north, he/she will
notice of that asserted above. The actions and the different
governments' from the United States administrations have been
studied largely in the last deécadas. Now only we remember a

sample in the nature of that relationship finds it in what has
happened during the last year in the island municipality of
Vieques (http: / / www.
viequeslibre. org /). Place that from 1940 the American Marina
began to condemn sugar farmers' earth and of humble people of all
the sectors of thesociety viequense, and she kept 27,000 strings

facilities in Vieques.

on the situation of Vieques. The country was astonished when

the United States. That Committee recommended the immediate and
definitive ceasing of the military operations in the island
municipality. The Mr. Governor adopted the Report of Vieques and
the recommendations of the Committee like public politics."
That politics is translated in the expression neither a bomb
more, neither a bullet more." He/she informed this way it to
the pertinent authorities in the Executive Branch of the Federal
Government from Washington, and to the Congress of United States.
Naturally, nobody thought that the American government or the
Marina of War will keep the crossed arms. The negotiations and
the pressures began. Unexpectedly a substantial change took place
in the Governor's position and its Government with relationship
to Vieques; what caused that situation is a mystery. But the
continuous civil disobedience along 1999 and 2000, what was

However, in only place and moment in the history where a David
defeats a Goliat is in the Bible. Last Thursday May 4 hundred of
federal officers from United States, of agents of the FBI and
infants of the Marina, proceeded to evict the demonstrators of
the shot areas and to dismantle the camps that there had been
built, including the Ecumenical Chapel that the religious got up.
Yesterday mártes May 9 the Marina began the mockeries of bom
ings with the purpose of recertificar the shot field for again to
begin the bombings in order. Last night, the President of the
Party Puerto Rican, former Independentista - senator and
Professor of Right in the University of Puerto Rico - that had
been in the beaches of Vieques from May of 1999, 8 and that it
was arrested and evicted 4 in this month - it entered to the
restricted federal territory again and in the shot field. Near
9:30 in today's morning Wednesday May 10, the federal ones
arrested him again and it will be presented before a federal
magistrate in San Juan, and it is exposed to high tickets, jail

Then, before this current history who asks for forgiveness and to

A todos los colegas y amigos de Historia a Debate
Desde San Germán, en la esquina suroccidental de Puerto Rico,
les saludo calurosamente. Desde que me “conecté” con
HaD he seguido con atención el rico intercambio que se ha
producido sobre dos temas: ¿qué historia debemos enseñar? y
todo lo relacionado con los “descubrimientos” y los
debidos perdones que cada quién se merece. Aunque en varias
ocasiones me vi tentado a participar, tomé la decisión de,
ésta vez, mantenerme como espectador. Con la discusión sobre
los perdones que España o las las oligarquías iberoamericanas o
quien sea le debe a una cuanta gente, tuve un problema
existencial. Pues resulta que por mis venas corre la sangre
española (canaria) de uno de mis bisabuelos, pero también tuve
una tatarabuela negra que fue esclava en el siglo pasado (el XIX,
porque todavía el siglo XX no termina); y por si fuera poco mis
bisabuelos paternos eran descendientes de los pocos “indios”
que en mi país quedaron en lo mas profundo de la serranía. Fue
un lío existencial porque nunca supe qué parte de mi debía o
tenía que pedirle perdón a otra, que tampoco logré
identificar. Me vi tentado a participar en otras ocasiones porque
en todo este debate se producen grandes olvidos, particularmente
en cuanto a los países o potencias que deben rendir cuentas
—aunque sea a la historia—por sus aventuras coloniales
e imperialistas, o de explotación. Se han olvidado de que en
1898 entró en la escena internacional una nueva potencia
imperialista: Estados Unidos. La marina de guerra de este país
invadió a Puerto Rico desde el 25 de julio de 1898 y al día de
hoy le mantiene ocupado. Sí, porque Puerto Rico es una colonia
como tantas otra que ha habido a través de los siglos. Quizás
para cualquier observador Puerto Rico no parezca una colonia
clásica como las que tuvieron los españoles, franceses
holandeses, etc. en América y otras partes del mundo; pero al
entrar a enumerar y analizar las características de la
naturaleza de las relaciones, de toda índole, que se
establecieron entre mi país y el coloso del norte, se percatará
de lo aseverado más arriba.
Las acciones y gestiones de los diferentes gobiernos de los
Estados Unidos ha sido estudiadas largamenhte en las últimas
deécadas. Ahora sólo recordamos una (“COINTELPRO-Puerto

La muestra reciente más palpable de la naturaleza de esa
relación la encontramos en lo que ha ocurrido durante el último
año en la isla municipio de Vieques ( http://www.viequeslibre.org).
Lugar que desde 1940 la Marina estadounidense comenzó a
expropiar tierra de hacendados azucareros y de gente humilde de
todos los sectores de la sociedad viequense, y se quedó con
27,000 cuerdas (acres) de los 33,000 que tiene la isla. Allí
durante los últimos 60 años esa Marina desarrolló actividades
de entrenamiento militar de toda clase. Esto último incluye
bombardeo de aire a tierra, de mar a tierra, desembarcos de toda
índole. Incluye la, utilización de armas diversas, del agente
naranja, de balas cubiertas con uranio y todo loe una mentalidad
y espíritu castrense pueda imaginar. No conforme con eso, la
Marina estadounidense convirtió a Vieques en un campo de tiro
para sus aliados de América Latina y de la OTAN, por lo que
cobraba millones de dolares. Se ha calculado que para el 1998 la
Marina recibió alrededor de 75 millones de dólares por concepto
de renta de “sus” instalaciones en Vieques.
Como consecuencia de un accidente ocurrido durante un bombardeo
de práctica en abril de 1999, murió un civil viequense que
trabajaba como guardia de seguridad para la Marina (ese no es el
único “accidente’ ocurrido en Vieques desde 1940; los
hay variados, como también existen variados ejemplos de los
abusos cometidos por décadas por los marinos estadounidenses
contra la comunidad viequense). A partir de ese momento se han
desarrollado actividades de NO VIOLENCIA, DESOBEDIENCIA CIVIL Y
RESISTENCIA PACIFICA por parte de una multiplicidad de grupos y
sectores de la sociedad puertorriqueña que incluye, entre otros,
a: sindicatos, partidos y organizaciones políticas, ecologistas
y ambientalistas y la mayoría de los líderes religiosos del
país ( Arzobispo Metropolitano de San Juan, Obispo de la
Diócesis de Caguas de la Iglesia Católica —Vieques
pertenece a esa Diócesis—, Obispo Metodista, Obispo
Episcopal, Concilio Evangélico de Puerto Rico…). Por su
parte el Gobernador de Puerto Rico (anexionista a los Estados
Unidos) nombró un Comité de ciudadanos que hiciera un estudio
sobre la situación de Vieques. El país quedó asombrado al
enterarse de los daños de toda clase que Vieques y su gente han
sufrido, en aras de una supuesta seguridad nacional de los
Estados Unidos. Ese Comité recomendó el cese inmediato y
definitivo de las operaciones militares en la isla municipio. El
Señor Gobernador adoptó el Informe de Vieques y las
recomendaciones del Comité como “política pública”.
Esa política se traduce en la expresión “ni una bomba
más, ni una bala más”. Así lo informó a las autoridades
pertinentes en la Rama Ejecutiva delGobierno Federal de
Washington, y al Congreso de Estados Unidos. Naturalmente, nadie
pensó que el gobierno estadounidense o la Marina de Guerra se
iban a quedar con los brazos cruzados. Comenzaron las
negociaciones y las presiones. Inesperadamente se produjo un
cambio sustancial en la posición del Gobernador y su Gobierno
con relación a Vieques; lo que provocó esa situación es un
misterio. Pero la desobediencia civil continuo a lo largo de 1999
y 2000, lo que fue suficiente para que los bombardeos fueran

Sin embargo, en único lugar y momento en la historia en donde un
David derrota a un Goliat es en la Biblia.
El pasado jueves 4 de mayo cientos de alguaciles federales de
Estados Unidos, de agentes del FBI e infantes de la Marina,
procedieron a desalojar a los manifestantes de las zonas de tiro
y a desmantelar los campamentos que allí se habían construido,
incluyendo la Capilla Ecuménica que los religiosos levantaron.
Ayer mártes 9 de mayo la Marina comenzó los simulacros de
bombardeos con el fin de recertificar el campo de tiro para
nuevamente iniciar los bombardeos en regla. Anoche, el Presidente
del Partido Independentista Puertorriqueño, ex-senador y
Catedrático de Derecho en la Universidad de Puerto Rico —que
había estado en la playas de Vieques desde el 8 de mayo de 1999,
y que fuera arrestado y desalojado el 4 de este mes— volvió
a ingresar al territorio federal restringido y en el campo de
tiro. Cerca de las 9:30 de la mañana de hoy miércoles 10 de
mayo, los federales lo volvieron a arrestar y será presentado
ante un magistrado federal en San Juan, y se expone a elevadas
multas, cárcel (hasta 10 años) o ambas. (Para fotos del 4 de

Entonces, ante esta historia actual, quien pide perdón y a
quien. Quién es responsable y de qué y ante quien. Juzgue cada
persona según pueda. Mientras tanto les envió el siguiente
mensaje para que los que simpaticen y se solidaricen con la paz
en Vieques se lo envien al Presidente y Vicepresidente de los
Estados Unidos. Lanzo a HaD estas informaciones con el ánimo de
que se discutan con el mismo entusiasmo que se han discutido los
descubrimientos del hace 500 años.
