Subject: Quito. Historia inmediata
Queridos amigos/as:
Les envío esta nota muy personal, sin pretensiones "académicas",
sino sólo como una nota vívida, en medio de estos minutos tensos aquí en mi
país.
Ustedes habrán seguido las informaciones sobre Ecuador con suma atención.
Desde luego, lo que se aprecia "desde afuera" y a través de los
noticieros internacionales, tiene parte de lo que ocurre, pero no todo. Cierto
es que hay un "espíritu internacional" de preservación de la
democracia y la constitucionalidad. Así también pensamos en el Ecuador. Pero
las "revoluciones" rebasan cualquier principio teórico. Y lo que ha
ocurrido en el Ecuador es que una impresionante movilización popular,
esencialmente desarrollada por los indios, rebasó las expectativas políticas y
hasta a las mismas Fuerzas Armadas que se vieron arrastradas a respaldar a los
sectores populares. Por cierto aquí la situación económica llegó a ser tan
grave que la desesperación llegó cada vez a más gente. Y todos nosotros, íbamos
camino a la depauperación con el esquema de dolarización impuesto por la
"dictadura económica" de Mahuad (que es peor que la "dictadura
política"), en contubernio con una voraz "bancocracia", pues el
salario mínimo en mi país pasó, de repente, a ser de 6 dólares al mes. En
fin, este es un momento difícil de evaluar todavía. Les escribo a las 9:00
p.m. de hoy viernes 21 de enero, cuando todavía en Quito y las otras ciudades
del país hay movimiento, ya hubo la toma indígena del palacio de gobierno y
los militares dialogan entre sí buscando una fórmula
"constitucional" que permita dar salida al problema. No es fácil
nada. Todo está por venir... de manera que les escribiré, con más detalles,
en las próximas horas. En todo caso, por lo que he visto de la TV extranjera,
NO se ha comprendido el movimiento del Ecuador. Los EU, como siempre, defienden
"la democracia" y amenazan a los "golpistas" del Ecuador y
al mismo país, con aislarlo "como a Cuba"!!! Pero lo que ha sucedido
en el Ecuador es más que una simple ruptura del orden constitucional. Apoyar a
Mahuad y al gobierno constitucional a estas alturas resulta totalmente fuera de
foco. Ni Mahuad está en el palacio, y no se sabe dónde se halla. En mucho, la
oligarquía del país está "temerosa" y puede verse golpeada con un
"golpe" inspirado por los indios y los movimientos sociales en alianza
con las fuerzas armadas. Para un historiador es de extraordinaria importancia
(todo análisis se me ha quedado corto) que los indios hayan encabezado la
rebelión y que hayan sido ellos prácticamente los que se tomaron el poder
(después de 400 años de coloniaje y opresión). Eso no se entiende en los USA.
Es una situación inédita, sin precedentes en América Latina y el camino del
futuro, a estas horas, en este preciso momento, no es posible definir... Veamos
todos y sigo a la expectativa. Esta nota es, además, para tranquilizar en algo
su espíritu. Hasta hoy, es una "revolución" sin derramamiento de
sangre alguna. ! Los dioses de todos los colores en el universo, felizmente,
siempre quieren que la vida de los hombres ecuatorianos sea preservada!. Un

You will have followed the information on Ecuador with extreme attention. Of
course, which is appraised " from outside " and through the
international reporters, he has part of which happens, but not everything.

constitutional order. To support to Mahuad and the constitutional government at
this point is totally outside center. Nor Mahuad is in the palace, and it is not
known where it is. In much, the oligarchy of the country is " afraid "
and can be seen struck with a " blow " inspired by the Indians and the
social movements by alliance with the Armed Forces. For a historian it is of
extraordinary importance (all analysis short I have had left) that the Indians
have headed the rebellion and who have been they practically those who took the
