Association of Latin-Americanist Historians and the Caribbean (ADHILAC) * Communicated 24 of December of 2001 As a result of the popular uprising that the 20 of December of 2001, that it culminated with the resignation of the government of Fernando of the Rúa leaving as balance more than thirty deads, hurt hundreds of and more than thousand prisoners, the Executive Committee the International of the Association of Latin-Americanist Historians and the Caribbean (ADHILAC) asks for 1. The quick liberation of the political and social prisoners; 2. The elucidation of the repression facts, judgment and punishment of the people in charge of such; 3. The total respect to the human rights according to the dictation by the Argentina Constitution It is urgent also that the education in all their levels, science, the investigation and the culture have been recovering a lost central roll for decades. Without a doubt, the industrialized countries more and with one more a more equitable distribution of the rent have destined an important percentage of their resources for this sector, in order to impel the technological development and the well-being of the population. For it one becomes necessary to remarcar the indelegable paper that must fulfill the State National in this respect. For that reason the institutional changes that the new government carries out must contemplate to the organizational reform of the Ministry of Education of the Nation " and not their effective disappearance " who allows this carrying out a roll but active and that until the present. In that sense we also asked for that special attention to Latin American Argentina History is lent and as much to enrich the understanding of our present, whatever to construct conceptual tools that allow us to operate on our reality and to transform it for a greater fairness and progress of our towns. Asociación de Historiadores Latinoamericanistas y del Caribe (ADHILAC)* Comunicado 24 de diciembre de 2001 A raíz del pronunciamiento popular que el 20 de diciembre de 2001, que culminó con la renuncia del gobierno de Fernando de la Rúa dejando como saldo más de treinta muertos, cientos de heridos y más de mil detenidos, el Comité Ejecutivo Internacional de la Asociación de Historiadores Latinoamericanistas y del Caribe (ADHILAC) solicita 1. La pronta liberación de los detenidos políticos y sociales; 2. El esclarecimiento de los hechos de represión, juicio y castigo de los responsables de los mismos; 3. El pleno respeto a los derechos humanos de acuerdo a lo dictado por la Constitución Argentina Resulta imperioso también que la educación en todos sus niveles, la ciencia, la investigación y la cultura recuperen un rol central perdido hace décadas. Sin duda, los países más industrializados y con una distribución más equitativa de la renta han destinado un porcentaje importante de sus recursos para este sector, a fin de impulsar el desarrollo tecnológico y el bienestar de la población. Para ello se hace necesario remarcar el indelegable papel que debe cumplir el Estado Nacional a este respecto. Por ello los cambios institucionales que lleva a cabo el nuevo gobierno debe contemplar la reforma organizativa del Ministerio de Educación de la Nación " y no su desaparición" que le permitan a este desempeñar un rol mas activo y eficaz que hasta el presente. En ese sentido solicitamos también que se preste especial atención a la Historia Argentina y Latinoamericana tanto para enriquecer la comprensión de nuestro presente, cuanto para construir herramientas conceptuales que nos permitan operar sobre nuestra realidad y transformarla para una mayor equidad y progreso de nuestros pueblos. That this interview not yet has taken shape. That it is necessary to establish an agile mechanism of call and constitution of the Body in order to meet in urgent form in case that the institutional situation therefore requires it. That the Body treated and adopted the present resolution in its extraordinary session of day 27 of December of 2001. FOR THAT REASON THE H. SUPERIOR CONSEJO OF THE NATIONAL UNIVERSITY OF SHINES R AND S OR AND L V AND Article 1º Declarar to the H. Superior Consejo in permanent session, during the month of January, kind to the crisis situation by which it crosses our country and that can affect the national university system as a whole. Artículo2 º Establecer for the case of the declaration in permanent session that Mr. Consejeros of the different claustros will be able indifferently to attend the meetings the holder or the substitute, being able at any time of taking place the replaced one of the meeting. Article 3º Establecer that the citations to the permanent session could be made with 24 hours of anticipation, being used those means available that allow a fast communication to Mr. Consejeros. Article 4º Establecer that the Body is autoconvocado to meet to the day Friday 4 of January of 2002, to the 13.00 hours in order to analyze the evolution of the events in relation to the national university system. CONSIDERANDO Que al inicio de la sesión el Sr. Director Decano del Departamento de Educación, Prof. Rubén CUCUZZA, dio lectura a la nómina de muertos producto de los hechos de violencia acontecidos los días 19 y 20 de diciembre en todo el país, cuyos nombres se transcriben a continuación Alberto Márquez; Diego Lamagna; Marcelo Riva; Víctor Enrique; Roberto Gramajo; Julio Flores; Damián Ramírez; Ariel Maximillian Salas; Gustavo Benedetto; Gastón Rivas; Diego Rancagua; Carlos Almirón; Pablo Marcelo Guias; Rominal Turain; Rosa Paniagua; Claudio Lepretti; Graciela Acosta; Juan Alberto Delgado; Yanini García; Rubén Pereira. Que los graves hechos ocurridos la semana pasada, que provocaran el recambio presidencial, dejan planteados una serie de interrogantes respecto de futuras decisiones que las nuevas autoridades del Poder Ejecutivo Nacional puedan adoptar en relación al sistema universitario. Que en los anuncios realizados hasta el momento no se hace mención a la continuidad del Ministerio de Cultura y Educación de la Nación con ésa jerarquía. Que el Consejo Interuniversitario Nacional ha gestionado una entrevista con el Sr. Presidente de la Nación a fin de lograr información fehaciente respecto de las políticas a aplicar a las Universidades Nacionales. Que dicha entrevista aún no se ha concretado. Que resulta necesario establecer un mecanismo ágil de convocatoria y constitución del Cuerpo a fin de reunirse en forma urgente en caso de que la situación institucional así lo requiera. Que el Cuerpo trató y adoptó la presente resolución en su sesión extraordinaria del día 27 de diciembre de 2001. POR ELLO EL H. CONSEJO SUPERIOR DE LA UNIVERSIDAD NACIONAL DE LUJAN R E S U E L V E Artículo 1º Declarar al H. Consejo Superior en sesión permanente, durante el mes de enero, atento a la situación de crisis por la que atraviesa nuestro país y que puede afectar al sistema universitario nacional en su conjunto. Artículo2 º Establecer para el caso de la declaración en sesión permanente que los Sres. Consejeros de los distintos claustros podrán asistir a las reuniones indistintamente el titular o el suplente, pudiendo producirse el reemplazado en cualquier momento de la reunión. Artículo 3º Establecer que las citaciones a la sesión permanente podrán ser realizadas con 24 horas de anticipación, utilizándose aquellos medios disponibles que permitan una rápida comunicación a los Sres. Consejeros. Artículo 4º Establecer que el Cuerpo queda autoconvocado para reunirse el día viernes 4 de enero de 2002, a las 13,00 horas a fin de analizar la evolución de los acontecimientos en relación al sistema universitario nacional.
