Hello to tod@s the events of the last weeks have waked up in me many feelings and emotions, and also some questions on the world class that we are bequeathing to nuestr@s hij@s. Hola a tod@s Los acontecimientos de las últimas semanas han despertado en mí muchos sentimientos y emociones, y también algunas preguntas sobre la clase de mundo que estamos legando a nuestr@s hij@s. Pero el dolor y la ira, muy humanos y muy lícitos, son el papel y la tinta con que se escriben los panfletos. Y sobre todo -ya lo están demostrando otros en Irak y en muchos más lugares- no son las herramientas más adecuadas para construir un futuro mejor. Quizás much@s aún piensen que la principal función de la ONU ha sido y es ésa, hacer un mundo más humano. Pero se engañan. Nació como producto y, al mismo tiempo, como instrumento regulador de un nuevo orden internacional que se venía pergeñando desde finales del siglo XIX. Su gestación provocó conflictos finalmente ventilados en la Gran Guerra, y mal solucionados con la fundación de la Sociedad de Naciones. La particularidad de la ONU reside en la irrupción de otros agentes en los conflictos internacionales los estados socialistas y el Tercer Mundo. Las características del Consejo de Seguridad y de las Naciones Unidas en general así lo reflejan. La ONU está tocada de muerte porque ese orden se ha transformado tanto que ya es otro. El Imperio se ha fraguado sobre la derrota del bloque soviético y el fracaso final de los procesos de descolonización. Aunque tampoco coincide exactamente con el Occidente tradicional, con el centro capitalista. La Globalización, el proceso de construcción del Imperio, ha mundializado el capital y el entramado de intereses de los grupos dominantes. El Imperio lo domina todo, los hechos y su interpretación. Sus vasallos y esbirros reinventan la realidad y el lenguaje. El saqueo y la expropiación más descarados ahora se denominan reconstrucción. El derrocamiento de un tirano (antes armado hasta los dientes) para situar otro (capitalista corrupto antes que dirigente político), a costa del genocidio del pueblo irakí con dos guerras y un embargo devastadores, es ahora una liberación. El Imperio actúa en todo el planeta en nombre de la democracia y las libertades, siendo su mejor propagandista. Pero se construye quebrando los derechos humanos individuales y colectivos a escala global, destruyendo la democracia y, sobre todo, la vida. Sabemos cómo lo hace en África, Asia y América Latina, con la extorsión y la violencia. Y también hemos comprobado cómo miente y manipula a la ciudadanía en América del Norte y Europa. Si no consigue engañarla, simplemente la ignora. Por ello, el Imperio está provocando el nacimiento de un oponente a su medida la ciudadanía global. Nada tiene que ver con la opinión pública, comprometida mayoritariamente con el proceso de globalización y principal instrumento del Imperio en su permanente reinvención de la realidad. Se trata de grupos centrados en la resolución de problemas más o menos locales. Pero saben que están provocados por las dinámicas globales, y construyen progresivamente su consciencia y sus acciones comunes a través de la Red. Las ollas colectivas como estrategia contra el hambre planificada, los presupuestos participativos de Porto Alegre o los movimientos eco-pacifistas –por citar ejemplos muy conocidos- están desarrollando, cada uno a su manera, estrategias de auténtica participación democrática en las decisiones políticas. Y vienen demostrándolo, desde hace ya algunos años, con las movilizaciones y actos paralelos a las cumbres del FMI o de la Unión Europea. La guerra contra Irak ha ampliado extraordinariamente la base social de esta ciudadanía global, al menos en los regímenes representativos. La distancia entre las sociedades y los estados ha evidenciado las enormes limitaciones democráticas de la representación. Ésta no ha impedido a muchos gobiernos y cámaras de representantes subvertir el significado político y ético de los votos la delegación del poder soberano del pueblo. La ciudadanía global parece estar abriendo un frente de algún modo en suspenso desde 1917, pero esta vez a escala planetaria el de la participación política en pie de igualdad de todas las personas, la Democracia. Ya hay suficiente experiencia y tecnología para hacerlo, y -justamente- es el tema preferido de los criminales de estos tiempos. Veamos hasta dónde están dispuestos a llegar. El papel de las comunidades historiográficas en este indudable proceso de cambio histórico dependerá también de su ambición, al menos en tres asuntos el análisis del presente, la interdisciplinariedad y los métodos. Son tres hitos subrayados en el Manifiesto de HaD y tratados en diversos debates abiertos en la actualidad. En mi opinión deben ser asumidos conjunta e inseparablemente, porque están muy vinculados entre sí. Y deben ser afrontados, también simultaneamente, en nuestros dos ámbitos de actuación profesional la investigación y la enseñanza. Esos son los compromisos que reclama la necesaria innovación historiográfica. El acercamiento al presente, a la Historia, así definido, dibuja una frontera precisa. Pero no entre el compromiso y un imposible e inexistente no-compromiso. Sino entre quienes rechazan el mundo que algunos están modelando a su exclusiva medida, y quienes no lo hacen. ¿Dónde está toda esa caterva de tele-historiadores que tanta exégesis hizo de la caída del Muro de Berlín hace ya más de diez años?
