Estimados amigos Debo reconocer que me sorprende enormemente ver que esta lista tiene tan pocos afectos entre los tantos afiliados a nuestro nutrido grupo de pensadores. Me llama la atención en la medida en que desde niños, creo, a los individuos contemporáneos se nos antoja que una vida de trascendencia irá a parar a manos de los historiadores, o lo que es igual, que el biógrafo es historiador. El nombre mismo de éste debate me abate fui educada en la tradición en la que, aunque lidiando con la psicología y la literatura, la biografía es un género de la historia; ¿acaso la cuestión del papel del individuo en el devenir no es uno de nuestros principales problemas teóricos? Creo que esa es una falsa dicotomía porque, con salvedades innegables pero salvedades al fin, el biografiar también implica pesquisar, decantar, datar, filiar, periodizar, y cualquier mínimo proceso metodológico que lleve a cabo el historiador para reconstruir procesos, hechos, para comparar, en fin, para trabajar.Así que para mi la biografía es historia, más aún porque el individuo es la excusa para abordar el todo histórico, sirve de hilo conductor, pero en cuanto a ser histórico, lo que se hace al estudiarlo es historia, aunque se narre algo tan banal y repetido como lo que le puede pasar a alguien entre la cuna y la tumba. Me encantaría que quienes promovieron la creación de este debate nos contaran un poco el por qué del nombre, porque si fuese "Odontología e historia" me diría "¡ah!¡se pueden encontrar esta dos ciencias!¡Que curioso!", pero "Biografía e historia" me suena como a "Estómago y ser humano", como a parte inseparable una de la otra. Buenas respuestas. La televisión mexicana hace buen tiempo que dejó de ser difusora de la cultura, heredando ese papel a la radio y los medios electrónicos. Los pocos debates que se dan (Zona Abierta, por ejemplo), están bastante teledirigidos en una especie de autocensura. Los debates de los candidatos presidenciales, que se dan cada seis años, desafortunadamente han caído o en promesas incumplidas o en franca chavacaneria de insultos recíprocos. Hace mucho tiempo, más de quince años, en que por televisión, no se ve un debate como el que sostuvieron Octavio Paz y Mario Vargas Llosa, en el que Paz se enojó cuando Vargas dijo que én México existía la dictadura perfecta, a lo que Paz contestó que sólo se trataba de una hegemonia de partido. Ante eso, se tiene que acudir a la televisión española por cable, en la que por desgracia, poco se debate sobre Hispanoamérica. Ojalá (o como dicen muchos de mi tierra en perfecto pleonasmo ojalá Dios quiera) que los estudiantes promuevan la apertura de debates televisivos, y que aunque provengan de la Universidad Anahuac, no sean excesivamente elitistas (veo que no, por la entrevista realizada). The robberies are nocturnal, and the thieves have taken numerous equipment of computation, retroproyectores, videobean, microscopes and other materials of great value for the academic activity that is developed in the institution. Between the robbed dependencies he appears the same deanship of the FEC, which has been done violence to in three opportunities. Dean Jesus Pascal can to provide relation detailed of robbed and of his value approximated, which without doubts is of several tens of millions of bolivars, which means that short and medium term these robbed equipment could not be replaced, due to the serious budgetary difficulties that cross the public universities. In the last weeks, this sacking and burns of vehicles have intensified, as you have given knowledge the position that occupies. The Council of Faculty has discussed on the possible relation between the internal robberies and the group of plunderers who operate here. In the day of yesterday Wednesday 23 of April, in hours of afternoon, one of the groups of delinquents who have their operational base in LUZ he kidnapped and he sacked one or several trucks with merchandise. Part of that merchandise went it to hide in the entrance of module 4 of the FEC, in where it is left the office of the Division of General formation. Like a 4 of afternoon, a helicopter of the mayorship of Maracaibo was flying over the university that was looking for supposedly the sign of the delinquents. When arriving at the module I was with four great boxes of shoes, with iron straps, that were almost next to my office (it came to give classes in Agronomy). Along with some employees and friends who were there, came to keep those boxes in my office, the Division of General formation, and called to the LUZ monitoring raising to them the situation. They immediately appeared three types, of which it claimed to be student but never it taught the respective card to me, that requested that we gave back the boxes to them because they were of its property. When requesting to them documentation, one of them (a fat and high type, of about 40 years) went quickly in white a Mazda car, of four doors, whose plates begin by VBS. Within the car, in the suitcase, I could observe other boxes of merchandise (when I parked, the individual was keeping the boxes in the vehicle). I must mention that the boxes were right next to the watchman of module 4; when I asked to him of whom they were those boxes, the watchman said me that she did not know because he had gone bathroom when they put them there. When I demanded to him that it helped me to keep the boxes in the office, refused. Followed, we took advantage of that the thugs retired momentarily, and I proposed all the personnel of the module 4 who we were ourselves immediately of there, question that we did about the 430 p.m.. When leaving, we found out that the thugs also had attacked physical and verbally to two professors of the department of Mathematical. The car of professor Silvia Oneto, director of EUS, also received pedradas. My car was saved because I have the damaged light truck and I took another vehicle that few know. In summary, the described situation forms a serious risk for my person in individual and all the university community in general. The violence in LIGHT is totally uncontrollable. The monitoring body is not only incapable to face the delinquency, but that many of them act in open complicity with the delinquents. Particularly, the threats of the group of thugs against my vehicle, and the attack to stones against my person, form a situation in which the monitoring of the university does not guarantee the minimum personal security to me, neither of my goods, nor of the offices in which work. As it were demonstrated the day of yesterday when the own head of LIGHT monitoring and the supervisor of security retired leaving us at the mercy of the band of thugs that acted with total impunity. Therefore, as of this moment I let attend the University, until some competent authority, if there is it, guarantees my physical security and the one to me of my personal goods, with credible and comprobables measures. It is necessary to say that in 2000 I denounced by the newspaper the Truth to that same band of delinquents that acts from Sciences. The violent facts of that year did not find sanction some on the part of the authorities of the faculty and the university. The lack of sanctions against these groups of delinquents, the political coexistence with them, the electoral negotiations, the recent be them used in like mercenarios and bands the past armed on salary to dissolve electoral fights, is what it has allowed this situation of today. Carlos Barros ++++ Amigos universitarios Les adjunto la carta que le entregué al Rector Bracho,cuando nos entrevistamos el jueves pasado, en compañía del decano de ciencias Jesús Pascal. El Rector se limitó a ofrecer asistencia jurídica si se iban a realizar denuncias. Por otra parte, me entrevisté con el director de la Policía de Maracaibo, profesor Francisco Delgado, y denuncié allí la situación. Ellos tienen preparado un expediente que ya deben haber remitido a fiscalía, sobre los acontecimientos del miércoles en varias facultades de LUZ. Igualmente está informado el Ministro de Educación Superior Héctor Navarro. El me respondió por correo manifestando su preocupación y dijo que iba a hablar con el rector para buscar soluciones al problema. El Consejo de la Facultad de Ciencias acordó el jueves pronunciarse contra la violencia delictiva, y convocar a una asamblea de facultad para el martes 29, en la cual se decidirían las acciones a tomar para detener los actos delictivos en la facultad. Según me informaron quienes asistieron, la voluntad mayoritaria es tomar medidas extremas, ante una situación que obviamente es extrema. Mi situación actual es la siguiente nadie me garantiza mi seguridad personal dentro de las instalaciones universitarias. La propia seguridad interna de LUZ es corresponsable de las agresiones que miembros del personal docente de la institución sufrieron el miércoles 23 a manos de la banda de delincuentes que actúa dentro de la facultad de ciencias. El teniente Marcos Perozo (Jefe del Departamento de Protección y Seguridad de LUZ) y el señor José Ortiz (supervisor de seguridad), es decir, los jefes de la seguridad en la universidad, fueron los que se retiraron y nos dejaron a merced de la banda de delincuentes, haciendo caso omiso de las advertencias que yo personalmente le realicé al señor Perozo cuando éste ya estaba montado en su camioneta. Ellos se retiraron estando plenamente conscientes de lo que iba a pasar. Lo más grave, ellos estaban plenamente conscientes que esa banda de malandros tiene armas de fuego, que momentos antes las habían utilizado, y que obviamente podían volver a utilizarlas, en este caso, contra mi persona y contra quienes estaban conmigo en las oficinas de la División de Formación General y de EUS (módulo 4 de la FEC). Solicitar la inmediata destitución de esos señores es poco. Dado lo anterior, y puesto que ya los delincuentes saben que la camioneta destruida no fue la mía, que se equivocaron y destruyeron la del profesor Orlando Chirinos (al cual creo que ya le ofrecieron "disculpas" !!!!!!), y que estarán esperando que yo me presente en la universidad para, en el mejor de los casos, proceder a destruir mi vehículo, he decidido no presentarme más a trabajar en la Universidad del Zulia, hasta que alguna autoridad competente (si es que existe alguna autoridad competente en este país) me garantice mi seguridad personal, la de mis familiares, la de los empleados y asistentes de investigación a mi cargo, la de mi vehículo y demás bienes personales, y de los equipos que están en la oficina de la División de la cual soy director. Es bueno recordar que este es un problema que tiene más de 10 años, y que han ocurrido antes hechos aún más graves que el actual, y que no ha pasado más nada porque los universitarios se han doblegado ante las amenazas de los delincuentes. Menciono el caso del director de relaciones públicas en la gestión de Lombardi. En 1996 fue agredido en su propia oficina del rectorado, por haber denunciado a uno de estos grupos en un artículo en el periódico de LUZ. El profesor, según información extraoficial que manejo, retiró las demandas contra los delincuentes cuando estos amenazaron con atentar contra su familia. Menciono el caso del estudiante asesinado el 1° de diciembre del 2000, Isidro Villalobos. Las autoridades rectorales denunciaron por la prensa, con nombre y apellido, al asesino (estudiante de LUZ). Pero, según información extraoficial que manejo, los delincuentes (en este caso, es la misma banda que actúa en ciencias) le hicieron llegar amenazas con emisarios, y la cosa no paso a mayores en los tribunales. Que yo sepa, ninguna autoridad universitaria ha adelantado en medios judiciales acción alguna en relación al asesinato de este estudiante. Peor ha sido en el caso del estudiante asesinado el año pasado frente a ingeniería. Las autoridades se lavaron las manos diciendo que había ocurrido fuera de la universidad. Vaya caraduras. La alternativa que queda en LUZ es la de negociar con los delincuentes. Sé que la banda que nos agredió ya se ha comunicado con profesores de la facultad, haciendo las diligencias para que no se tome ninguna medida disciplinaria ni judicial contra ellos. De lo que ocurra en los próximos días sabremos quienes, dentro del cuerpo profesoral, son los que nuevamente se doblegarán ante estas amenazas. Yo prefiero dejar de venir a LUZ, antes que negociar un modus vivendi con estos malandros. Quisiera que los profesores que reciban este mail se pronuncien públicamente al respecto. Particularmente quienes tienen responsabilidades directivas dentro de la institución. Creo que estamos en la hora de las definiciones dentro de la universidad. O la institución vence a la delincuencia, que hoy día controla territorialmente casi todos sus espacios, o terminamos controlados por estas bandas delictivas. Sólo en la Facultad Experimental de Ciencias se han cometido este año 18 robos a oficinas. Además del atraco a mano armada contra uno de los empleados de administración, cuando se disponía a salir de la facultad a realizar un depósito bancario (el empleado fue golpeado en el asalto). Maracaibo, 24 de abril de 2003 Ciudadano Domingo Bracho Su Despacho.- Me dirijo a usted para denunciar formalmente los graves hechos de violencia que se vienen presentando en la Universidad del Zulia, específicamente en la Facultad Experimental de Ciencias, en la cual laboro como docente y donde actualmente ocupo el cargo de Director de la División de Formación General. En lo que va de este año 2003, se han producido no menos de 10 robos a diferentes dependencias de esta Facultad. Los robos son nocturnos, y los ladrones se han llevado numerosos equipos de computación, retroproyectores, videobean, microscopios y otros materiales de gran valor para la actividad académica que se desarrolla en la institución. Entre las dependencias robadas figura el mismo decanato de la FEC, el cual ha sido violentado en tres oportunidades. El decano Jesús Pascal puede suministrar una relación detallada de lo robado y de su valor aproximado, el cual sin dudas es de varias decenas de millones de bolívares, lo que significa que a corto y mediano plazo dichos equipos robados no podrán ser sustituidos, debido a las graves dificultades presupuestarias que atraviesan las universidades públicas. Estos robos se han seguido sucediendo a pesar de que la facultad cuenta con el personal de vigilantes que designa la institución. En numerosas reuniones del Consejo de la Facultad se ha establecido la fuerte sospecha de que existe por lo menos un grado de permisividad y posiblemente de complicidad entre los vigilantes y los delincuentes. Por otra parte, es también conocido que la facultad, al igual que el resto de la universidad, ha venido siendo utilizada desde hace años por grupos de supuestos estudiantes para saquear y quemar camiones comerciales en las calles cercanas a la institución y dentro de sus propias instalaciones. Buena parte del profesorado y la comunidad universitaria en general ha sido testigo de cómo las bandas de saqueadores introducen el botín robado en las vías internas y estacionamientos de LUZ, para luego trasbordarlos a vehículos en los cuales son sacados de la universidad. En las últimas semanas, este saqueo y quema de vehículos se han intensificado, como usted tendrá conocimiento dado el cargo que ocupa. El Consejo de Facultad ha discutido sobre la posible relación entre los robos internos y el grupo de saqueadores que aquí opera. En el día de ayer miércoles 23 de abril, en horas de la tarde, uno de los grupos de delincuentes que tienen su base de operaciones en LUZ secuestró y saqueó uno o varios camiones con mercancía. Parte de esa mercancía la fueron a esconder en la entrada del módulo 4 de la FEC, en donde queda la oficina de la División de Formación General. Como a las 4 de la tarde, estaba sobrevolando la universidad un helicóptero de la alcaldía de Maracaibo que estaba buscando supuestamente el rastro de los delincuentes. Al llegar al módulo me encontré con cuatro grandes cajas de zapatos, con flejes, que estaban casi al lado de mi oficina (venía de dar clases en Agronomía). Junto con algunos empleados y amigos que allí estaban, procedimos a guardar esas cajas en mi oficina, la División de Formación General, y llamamos a la vigilancia de LUZ planteándoles la situación. De inmediato aparecieron tres tipos, unos de los cuales decía ser estudiante pero nunca me enseñó el respectivo carnet, que pedían que les devolviéramos las cajas pues eran de su propiedad. Al pedirles documentación, uno de ellos (un tipo gordo y alto, de unos 40 años) se fue rápidamente en un auto Mazda blanco, de cuatro puertas, cuyas placas comienzan por VBS. Dentro del auto, en la maleta, pude observar otras cajas de mercancía (cuando me estacioné, el individuo estaba guardando las cajas en el vehículo). Debo mencionar que las cajas estaban justo al lado del vigilante del módulo 4; cuando le pregunté de quién eran esas cajas, el vigilante me dijo que no sabía porque él había ido al baño cuando las pusieron allí. Cuando le exigí que me ayudara a guardar las cajas en la oficina, se negó. Cuando le exigí que se comunicara inmediatamente con la vigilancia, no respondió de inmediato y luego hizo como si caminara hacia la oficina, pero nunca llegó a llamar a nadie. Cuando llegó la vigilancia (camioneta), alguien dentro del grupo de malandros que regularmente se reúne en el módulo 3 efectuó unos disparos. El supervisor de vigilancia José Ortiz se acercó a hablar con esos encapuchados. Luego este supervisor Ortiz se me acercó y me dijo que los "estudiantes" amenazaban con quemar mi vehículo si no les devolvía la mercancía. Le increpé que su deber debía ser detener a quienes hacían esas amenazas, pero el supervisor no se dio por aludido. De inmediato saqué las cajas de mi oficina y se las entregué, aunque el supervisor me decía que lo mejor era dejarlas dentro de la oficina. Era obvio que el supervisor no tenía la menor intención de resolver el problema con el grupo de delincuentes que allí estaba. Al rato llegó el Jefe del Departamento de Protección y Seguridad, "Teniente" Marcos Perozo, al cual lo puse al tanto de la situación, y de las amenazas que habían hecho contra mi vehículo. Cuando vi que la intención del Jefe de Seguridad era marcharse del lugar (llevándose la mercancía que yo había encontrado), le advertí que si le pasaba algo a mi vehículo él sería el responsable. Acto seguido, el señor Perozo se marchó ( a pesar de mis advertencias), acompañado del señor Ortiz, del vigilante del módulo 4 y de otro vigilante que andada con ellos. No quedó ningún vigilante en ese sitio. Apenas retirada la vigilancia, una turba de encapuchados (unos 30) procedió a destruir a pedradas todos los vidrios de la camioneta Explorer del profesor Orlando Chirinos, dañando también la carrocería, creyendo que era mi camioneta. Cuando el profesor Chirinos y yo nos interpusimos delante de los malandros para evitar que siguieran destruyéndola, nos atacaron a pedradas, mientras alguien detrás de ellos gritaba "reviéntalo", "reviéntalo". Las dimensiones de las piedras nos obligó a escondernos dentro de las oficinas de EUS. Considero que ese ataque es virtualmente un intento de asesinato contra nosotros. El tamaño de las piedras que me lanzaron podía perfectamente partirme el cráneo si llegaban a impactarme. Llamamos nuevamente a la vigilancia, pero los números que antes nos habían atendido ahora sonaban como si estuvieran desconectados. En el despacho rectoral tampoco atendía nadie. De seguidas, aprovechamos que los malandros se retiraron momentáneamente, y propuse a todo el personal del módulo 4 que nos fuéramos inmediatamente de allí, cuestión que hicimos a eso de las 430 pm. Al salir, nos enteramos que los malandros también habían agredido física y verbalmente a dos profesores del departamento de Matemática. El carro de la profesora Silvia Oneto, directora de EUS, también recibió pedradas. Mi carro se salvó porque tengo la camioneta dañada y llevé otro vehículo que pocos conocen. En resumen, la situación descrita configura un grave riesgo para mi persona en particular y para toda la comunidad universitaria en general. La violencia en LUZ es totalmente incontrolable. El cuerpo de vigilancia no sólo es incapaz de enfrentar a la delincuencia, sino que muchos de ellos actúan en abierta complicidad con los delincuentes. Particularmente, las amenazas del grupo de malandros contra mi vehículo, y el ataque a piedras contra mi persona, configura una situación en la cual la vigilancia de la universidad no me garantiza la mínima seguridad personal, ni de mis bienes, ni de las oficinas en las que trabajo. Como quedó demostrado el día de ayer cuando el propio jefe de vigilancia de LUZ y el supervisor de seguridad se retiraron dejándonos a merced de la banda de malandros que actuó con total impunidad. Por tanto, a partir de este momento dejo de asistir a la Universidad, hasta que alguna autoridad competente, si la hay, me garantice mi seguridad física y la de mis bienes personales, con medidas creíbles y comprobables. Es necesario decir que en el año 2000 denuncié por el diario La Verdad a esa misma banda de delincuentes que actúa desde Ciencias. Los hechos violentos de ese año no encontraron sanción alguna por parte de las autoridades de la facultad y de la universidad. La falta de sanciones contra estos grupos de delincuentes, la convivencia política con ellos, las negociaciones electorales, el haberlos usado en el pasado reciente como mercenarios y bandas armadas a sueldo para dirimir contiendas electorales, es lo que ha permitido esta situación de hoy. Sobre la identidad de los integrantes de la banda no puedo aportar mucho. Sé que uno de sus jefes es el ex-presidente del Centro de Estudiantes de la FEC, Yorman Varillas, y que entre sus líderes fundamentales figuran unos morochos (uno estudia o estudiaba en la FEC y el otro en Ingeniería) de los cuales desconozco el nombre. Al resto de la banda no la identifico. Acudo ante usted, como primera autoridad de esta Facultad, para que esté al tanto de la situación, y para solicitarle que tome las medidas pertinentes a fin de garantizar mi integridad física, la de mis bienes personales (vehículos, etc) y la de los equipos y oficinas en los cuales laboro.
